MY INSPIRATION TO SERVE YOU AS GOVERNOR OF EDO STATE
2016 – 2020



My inspiration is born out of the potentials available in Edo State which include Human, natural and mineral resources.

I want to serve you as Governor of Edo State because I am no seasonal politician, but a concerned citizen who has seen that instead of the state progressing, the state is regressing. Our university graduates no longer have jobs waiting for them like in the past. Our State lacks any industry to either accept people for employment or even internship. It is worrisome that a State prefers to remain a consumer nation instead of an export nation which can only be made possible through production of goods and services.
Our State, Edo, is now fragmented across North, Central and Southern lines. Without federal allocations, the state cannot survive. Our renowned educational institutions are decaying, while unemployment and youth restiveness are visible. Trust in government is low and the essentials needed to stimulate socio-economic development are most lacking.

- I come from the business class; I am not your ideal politician. I want to serve you as the next Governor otherwise the cohesive fabric of our community may be completely destroyed.
- Bearing in mind the need to rescue our beloved state; coupled with deep reflection and wide consultation with stakeholders who cherish the importance of providing good leadership, am prepared and ready to manage what we have for the benefit of all our people.
- Our present governor has tried his best by construction some roads. These roads are overshadowed by the numerous bad ones littered around the state.
- Payments of salaries are not coming as and when due, how then will the low income earners take care of their homes? How are we going to manage the huge debt that our state has been subjected to?
- I am a competent manager and I have an unwavering concern for the welfare and future of the people of our state paramount in my mind, the success I have had managing various companies and associations attested by various awards and recognition for my selfless contribution to the human race, can attest to this.
- I have an agenda to transform our State and its people into an enviable status, setting a shining example for other States to follow. I want to bring back those old glories we have lost over the years.
- I have plans to establish new industries and revive our ailing ones, create jobs for our jobless youths. Pay salaries and pensions on time and manage the affairs of the State competently and conscientiously.
I seek the opportunity to fly the flag of the Peoples Democratic Party (PDP) and the change the feelings of the people that PDP cannot deliver good governance. I stand to correct that notion and to reposition PDP to a party that will be envied by all.
I want to serve you as the Governor of Edo State because I am a God fearing man who knows the difference between right and wrong, who knows the importance of keeping a promise and has an unwavering concern for the betterment of the human race.
I want to serve you as Governor of Edo State because I know how rough you have had it under the incompetent managers that have managed the affairs of this state for some time now. I want to assure you that the era of mismanagement, broken promises and neglect has come to an end. The time of redemption is now, which I promise to bring to you under my watch.
I am here to make all the pains and suffering you have experienced in the past go away. I want to bring you that light at the end of the tunnel. I want that, in a very short time after you give me the mandate to serve you, you can look back at today and smile for making the right decision.

Today as I present myself before you seeking for your mandate to serve you, let me bring to you the lessons of the past years coupled with the insecurity of today so we can work together to create a change that you so much desire and deserve. My experience in the private sector has equipped me enough to bring the change that we require to build a new Edo State that we all can be proud of.
Permit me to go back in history for a little while. Edo State was created on the 27th of August, 1991 with 18 local governments and an estimated population of about 3.5million. The State occupies about 17,802 square kilometres and is endowed with so many mineral and natural resources amongst which are:
- Crude Oil in Orhionmwon and Ikpoba-Okha Local government areas
- Limestone in Ikpeshi and Okpella
- Granite in Igarra, Auchi and Okpella
- Sharp sand and river gravel in Orhionmwon
- Various cash crops
- Abundant human resources
Between 1991 and 2011 we have had the following leaders:
- Col. John Ewerekumoh Yeri (1990 – 1992)
- John Odigie Oyegun (1992 – 1993)
- Col. Mohammed Onuka (1993 – 1994)
- Col. Bassey Asuquo (1994 – 1996)
- GP. Capt. Baba Adamu Iyam (1996 – 1998)
- Navy Capt. Anthony Onyearugbulem (1998 – 1999)
- Lucky Igbinedion (1999 – 2007)
- Prof. Oserhiemen Osunbor (2007 – 2008)
- Comrade Adams Oshiomhole (2008 – Date)

Prior to the creation of Edo State in 1991, Edo State had the following companies inherited from the defunct Bendel State.
- Okpella Cement Factory
- Agbede Warake Farm
- Bendel Pharmceuticals
- Bendel Printing Press
- Ethiope Publishing
- Bendel Wood Treatment Plant
- Afuze Sports Institute
- Bendel Brewery
- Edo Line
- Urhonigbe Rubber Factory
- Bendel United Football Club
- Bendel Flour Mill, Ewu
- Bendel Insurance Company

These factories were established by the then Military governors and administrators pioneered by Gen. Samuel Ogbemudia Rtd. who served as Military Governor for about nine (9) years. The twenty years of existence of Edo State saw the gradual and eventual demise of all the above listed companies as we transited from military to civilian era. This has led to a situation where our youths wonder the streets without jobs and thus increasing the level of crime in the State.

We are at a remarkable time, a turning point in the life of our State. Our ailing struggling economy gives Edo State a unique chance to confront persistent challenges and the many administrative, economic, management and structural defects in the State. Our State in the last twenty four years has faced a purposeless drift, and must now set itself to the important tasks and higher goals of facing up to painful truth; to correct the administrative, management and structural imbalances; to remove State erected barriers against self-reliance and economic emancipation: to replace a weak economy with a strong economy; without which overall growth and development will continue to elude us as a people and as a state.

We have seen judging from the seven years administration of the Comrade Governor that it is possible to carry out meaningful development in the State. We have seen that some areas of our state’s infrastructure have been lucky to receive the attention of government. A few examples can be seen in a few roads that are being rebuilt, some schools with red roofs and fence, the new wing specialist hospital in Benin and some more that may not be enumerated here. My take on this is that we are beginning to have a yardstick to measure performance in the State. To me any activity that does not reflect and positively influence the lives of an individual is not acceptable. It is time government begin to focus on the Edo citizen ensuring that its policies focus on human development and the growth of the individual thereby creating a future for everyone.

Ladies and gentlemen, on November 27, 2009, my father passed on to the world beyond, I recall the comment of one of my uncles on the condolence register and I quote, “I am happy my brother passed away when his children are no longer afraid to face the future”. Beyond that statement I have pictured the larger Edo State community and I have asked myself the question over and over again how many families can say same for their brothers and sisters. The future is our children and youths are seriously threatened that if something drastic is not done we will be unable to control them. Over the last few years our youths have faced harder educational conditions with rising cost of tuition fees, non-conducive learning environment, poor living areas and above all poor learning facilities. Our youths have been denied of access to gainful employment as industries are not revived and existing one have been closed down while security degenerates by the day. Only recently, the Inspector General of Police clamped down on the youth of Edo State arresting over 200 for suspicion of cultism. This is the situation we find in a failed and idle economy. Our economy has not been vibrant enough to accommodate the very many aspiration of our citizens.
We know that some root problems of the economy of our state are:
1. No attention to agricultural development
2. Lack of portable water for households
3. Unaffordable educational system
4. Non-friendly tax system
5. Unreliable power supply
6. Zero attention to industrialization
7. Lack of incentives to private enterprise
8. Corruption
9. Decayed infrastructure
10. Complete inefficiency of government departments
11. Lack of implementation of polices
12. Poor health care system
13. Insecurity, etc.

Accordingly, we plan to tackle these issues by correcting institutional and structural defects, without which the problem will continue to defy known solutions.
We believe that the current State structure strangulates creativity and rewards welfare and dependency by the majority on the minority. We believe that the State economy will respond to a management structure that will allow wealth to be created rather than disburse.

Today, I present myself to lead the people as the candidate of the Peoples Democratic Party (PDP) to bring the change you and I crave for.

To form the next government, as a progressive I am convinced that I have the background, experience, vision and leadership ability to address these issues. Our new PDP platform is uplifting and visionary. It reflects the views of countless Edo indigenes across the State, who believe in prosperity with a purpose. A system is a reflection of the elements that it is made of. The new PDP contains these elements that can set the stage for a progressive government to use in real change, the change that we want.

The team we put together will represent a platform of ideas, a team that follows bold words with bold deeds. A team you can believe in, trust, hold accountable for any action and work together for the good of all.
This team under my leadership has a special commitment to advance the principles of freedom through the application of social justice through decentralization of government thereby bringing about the dignity and worth of every individual. These principles form the foundation of an agenda for the new Edo State from the year 2016. These principles will lead us towards reform in government, a restoration of timeless values, and a renewal of our purpose.

We will offer social security that will guarantee a minimum-level of well-being and social support in terms of helping people get skills, find jobs, giving assistance to make them independent and getting them apprenticeship. We shall target subsidies in health care, education, food production, and housing for public servants. We shall provide special care for the disabled and elderly who are most in need. We shall introduce social security contribution insurance where the state and the individual worker will contribute towards the later days in life.

Our team is equal to the challenges facing our State. After decades of backwardness, disunity amongst people, we will bring people together, using the very things that divide us as a powerful force for unity, healthy competition and development, and call all citizens to common goals. To longstanding problems, we bring a fresh outlook and innovative ideas.

This team will commit itself to bold reforms in education and the economy.
Education in the State will be free and compulsory from primary to senior secondary school (SS3) level providing business and technology education in specialist schools or academies. We plan to make every school a place of learning and achievement for every child. We will introduce local control of public schools. Our team will maintain a high education budget in relation to the total expenditure. It will increase to reflect our commitment to improving educational standards. We will commit to building human capacity in the educational sector, we are aware that very little attention or no attention is given to the teaching staff in the educational sector. We will commit to an extensive upgrade of the current capabilities of the workers. We will review their competency level with the view to helping them come up to international standards.

We know the causes of insecurity of which the most common is joblessness. We will commit our efforts to an extensive industrialization plan involving the revival of already dead industries and the creation of new ones. We will also commit to making Edo State not only self-sufficient in food, but also an exporter of food products.

We commit ourselves to revolutionary tax reforms that will sustain our State’s prosperity and reflect its decency, moving away from a wealth sharing mentality to the wealth creation mentality, always aiming at reducing the burden on all Edo people especially those who struggle the most.
We commit ourselves to aiding and encouraging the work of non-governmental charitable and faith-based organization who can make great strides in overcoming poverty and other social problems, bringing new hope into millions of lives.

We strongly believe that for every Edo indigene there must be a ladder of opportunity, and for those most in need, a safety net of care. This is a fundamental contract between the government and the people.
We commit ourselves to the values that strengthen our culture and sustain our State: Family, faith, personal responsibility, and a belief in the dignity of every human life.

We offer not only a new agenda, but also a new approach – a vision of welcoming society in which we all have a place. To all Edo People, particularly minorities, women, youths and children, we have a clear message: We operate from a party with fresh belief for freedom and progress. A party of ‘social solidarity’. This is our home. The party were individuals are kings; the focus – giving everyone prosperity, education, skills, empowerment, economic independence, self-realization, world class health care, amenities to make life pleasant, food sufficiency, technology, infrastructure, security, law and order and all that a progressive government brings.

We will introduce community surveillance system to support the efforts of police in providing adequate security service to our people. We will work with our legislators, and local leaders towards creating a zero tolerance approach to crime. The security system will be empowered under our government law enforcement structure to implement crime fighting initiatives, with local accountability to drastically reduce crime.
We believe that the many ethnic nationalities, which make up our State is a source of strength and unity, not weakness and disunity. The potency of the many ethnic nationalities can be properly harnessed by implementing political, economic and security restructuring to give substance to current diversity in our ethnicity.

The diversity of our senatorial district is reflected in this platform. We ask for the support and participation of all who substantially share our agenda. In one way or another, every Progressive is a dissenter. We are bound together in a great struggle for a great enterprise for posterity and the future of our children.
We believe in service to the common good – and that good is not common until it is shared.

We believe that from freedom come opportunity; from opportunity comes growth; and from growth comes progress and prosperity. We promise to introduce a transport system that will create opportunities that turn people from taxi drivers to taxi owners, bus drivers to bus owners. This is the type of social security system that we will provide.

Our vision is one of clear direction, new ideas, civility in public life, and leadership with honour and distinction.

Our leadership will be guided by the simple word RITA, because we believe that for a nation to move forward, everyone must take upon himself the mantle of personal responsibility and while in the course of doing this, he should do so with the utmost integrity, transparency and accountability. This will be our trust, our bond and our watch word as we form the team that will deliver the new Edo State.


This is an election with clear alternatives. Our Party offers the Edo People a chance to begin anew: To give purpose to our plenty; to apply enduring principles to our challenges; to extend to all citizens the full promise of fulfilling life – THE NEW EDO STATE.

I ask you:
- Do you like the way school fees have been increased?
- Is it beneficial to the people to arbitrarily increase tax?
- Has the price of food come down?
- Do you have access to good medical services?
- Do you have standard health centres in your wards?
- Do you have farming aid from government?
- Do you have good roads in your local area?
- Are you sure of employment once you leave school?
- Can you have access to higher education if your parents cannot afford it?
- Do you have comfortable and affordable transport system?
- Do you like the level of insecurity in the State?
- Can you boast of any viable industry in the State?
- Do you have any tourist site for visitors?
- Do you have affordable housing scheme?
- Do you have a transparent and accountable system in governance in the State?

If some states can solve these problems, then Edo State can. So let us join hands together to move the State forward. Remember, our word is our bond. We will say only those things we can do and do what we say we will do.

Finally, as a competent manager, I have had to work with people from all walks of life. I know how to bring people together – irrespective of diverse background to attain a common goal. With my experience and with your prayers, I know, we will have no reason fail.
With faith in God, confidence in our fellow Edo indigenes and great hopes for the future of our State, we shall build a new State that we can all be proud of.

AKWA IBOM CHILD RIGHTS LAW

The Akwa Ibom State Child Rights Law The Governor of Akwa Ibom State, Obong Godswill Akpabio, on 5th December, 2008 signed the child rights act into law to protect the growth of perceptual, emotional, intellectual, and behavioural capabilities and functioning during childhood of Akwa Ibom children under 16 years.
